At a time when imigration is a major issue in many member states of the Council of Europe, the Parliamentary Assembly is examining the question of language tests for migrants and whether they help or hinder the integration of migrants. The author of a major report on the subject, Tineke Strik, PACE rapporteur, highlights the sensitive issues raised by these tests and explains why the use of the CECR, which was originally not developed to cover integration issues and to be used for the context of immigration policy, should be reconsidered.
